लखनऊ। उत्तर प्रदेश में अब निजी स्कूल अभिभावकों से मनमानी फीस नहीं वसूल सकेंगे। निजी स्कूलों की मनमानी पर नकेल कसने के लिए योगी सरकार ने मंगलवार को कैबिनेट में यूपी स्ववित्तपोषित स्वतंत्र विद्यालय (शुल्क निर्धारण) विधेयक के प्रस्ताव पर मुहर लगाई है। कैबिनेट बैठक में इस प्रस्ताव को मंजूरी दी गयी है। अब सरकार जल्द ही अध्यादेश भी लाएगी। डिप्टी सीएम दिनेश शर्मा ने बताया यह प्रस्ताव इसी सत्र से लागू होगा।निजी स्कूलों को हर साल फीस बढ़ाने पर रोक, 7-8% से ज्यादा फीस वृद्धि अब नहीं हो सकती। डिप्टी सीएम दिनेश शर्मा ने बताया कि 12वीं तक के सभी बोर्डों से मान्यता प्राप्त स्कूल आयेंगे। इसमें प्री प्राइमरी और माइनॉरिटी स्कूल भी शामिल होंगे। उन्होंने बताया कि प्ले वे स्कूल इस नियम के तहत नहीं आयेंगे। क्लास 12 तक सिर्फ एक ही बार एडमिशन फीस ली जा सकेगी।जिन स्कूलों की फीस 20 हजार तक है वह सभी स्कूल इसके दायरे में आयेंगे। नियमों का उल्लंघन करने वाले स्कूलों पर होगी कार्रवाई, अगर स्कूल नियमों का उल्लंघन करते हैं तो ऐसा पहली बार करने पर 1 लाख रुपये का जुर्माना लगेगा। दूसरी बार ऐसा करने पर 5 लाख रुपये का जुर्माना लगेगा। अगर तीसरी बार भी नियमों को उल्लंघन किया गया तो स्कूल की मान्यता रद्द कर दी जाएगी। 5 वर्षों तक ड्रेस में परिवर्तन नहीं कर सकते। अगर ऐसा होगा तो मंडलायुक्त स्तर पर एक कमेटी होगी जो इसकी जांच करेगी।डिप्टी सीएम दिनेश शर्मा के मुताबिक सभी स्कूलों को सरकार को हर साल सत्र शुरू होने से 2 महीने पहले फीस स्ट्रक्चर बताना होगा। इसमें फीस स्ट्रक्चर के अलावा टीचर्स की सैलरीऔर बीते साल की फीस और अन्य खर्चों के बारे में बताना होगा। अब स्कूल एक साथ साल भर की फीस या दो साल की फीस इकठ्ठा नहीं ले पाएंगे। साथ ही स्कूल में अगर कोई कमर्शियल एक्टिविटी होती है तो वह स्कूल की आये में जुड़ेगा।स्कूल अभिभावक को बाध्य नहीं कर सकते कि उन्हें कहां से किताब-कॉपी या ड्रेस लेनी है।
